The promotion of Human Rights has been a key objective of the EU’s Foreign policy for decades. The 1992 Maastricht Treaty already established the promotion of Human Rights and fundamental freedoms as an aim of Foreign Policy (Crawford, 2008: 174). However, it was the Lisbon Treaty that ‘injected’ most unequivocally the promotion of HR into external action (Velluti, 2016: 42) as per article 21 of the Treaty of the European Union.

L’approvazione del bilancio, per una collettività, dovrebbe rappresentare la massima espressione delle sue scelte politiche collettive. Ogni anno, in ciascun paese con regole analoghe, il governo di turno deve verificare in Parlamento se vi sia un accordo sufficiente ad approvare le linee strategiche di spesa e di entrate, per dare legittimità democratica ad una scelta delegata al governo. In pratica, deve verificare che i rappresentanti dei cittadini si riconoscano effettivamente nelle scelte compiute in nome e per conto loro.

Il 9 maggio è la Festa dell’Europa e in questa settimana si susseguono numerose iniziative sull’Unione Europea da parte delle istituzioni, delle università, del mondo della cultura, della società civile. È importante che questa occasione sia colta, sebbene talvolta si tratti di attività celebrative e un po’ retoriche, che non riescono a contribuire effettivamente alla costruzione di un’Europa unita, che ancora non c’è. In questo quadro spicca dunque l’iniziativa della Gioventù Federalista Europea di organizzare una Contro-Festa dell’Europa davanti a Montecitorio per chiedere la riforma dell’Unione Europea verso la Federazione Europea proposta da Altiero Spinelli e dal Manifesto di Ventotene. L’importanza di questa iniziativa sta proprio nel mettere in rilievo che gli europeisti non sono quelli che si accontentano di difendere lo status quo dell’Unione attuale – anche se è evidente che senza l’UE staremmo molto peggio, ovvero che l’UE già offre fondamentali beni pubblici europei – in una fase in cui i cittadini mostrano di attendersi molto di più dall’UE in termini di sicurezza e benessere. Bensì quelli che si battono per riformarla, per rafforzarla, per metterla davvero in grado di rispondere alle esigenze dei cittadini, affidandole adeguate competenze, poteri e meccanismi decisionali. Non stupisce che sulla stessa lunghezza d'onda sia la presa di posizione del Movimento Federalista Europeo.

Politics is very much a game of timing and time is definitely of the essence in the ongoing negotiations between London and Brussels over how the UK should leave the EU. In the latest instalment of the talks, both sides have agreed to buy time to delay the moment the UK loses a host of rights and obligations stemming from EU membership. The withdrawal agreement – if completed successfully prior to the moment the UK officially leaves the EU at 11pm (GMT) on 29 March 2019 – will now incorporate a 21-month transitional period. This entails extending the applicability of EU policies and associated law, which includes free movement of people alongside that of goods, services and capital, until the end of 2020.

Il Presidente francese Macron ieri al Parlamento europeo ha rotto la prassi e invece di un discorso solenne ha fatto un vero dibattito con i parlamentari sul futuro dell’Europa. Si è trattato di una scelta coerente con l’esplicito riconoscimento del ruolo del Parlamento europeo come rappresentante legittimo della sovranità dei cittadini europei e fulcro della democrazia europea. Tanto più importante arrivando dal Presidente francese, visto che in Francia anche alcuni europeisti propongono un Parlamento dell’eurozona composto da parlamentari nazionali, ovvero un ritorno alla situazione precedente all’elezione diretta del Parlamento europeo nel 1979.
